Wall Street Journal Opinion on Instagram: “It’s hard to believe, but some of the biggest cities in the Western U.S. have limited or no direct air-travel access to Ronald Reagan Washington National Airport. The problem is the perimeter rule at Reagan, which generally limits nonstop flights to places within 1,250 miles, roughly the distance to Nebraska, writes Michael Huerta for @wsjopinion. Congress established the rule in 1966, when airline fares, routes and schedules were set by the now-extinct Civil Aeronautics Board. Air travel then was marred by a scarcity of nonstop options, scant competition and artificially inflated fares. The perimeter rule was originally enacted to ease those problems by helping Dulles International Airport, which opened in 1962, compete with Washington National. But Dulles long ago accomplished that goal. Rather than improving travel, the perimeter rule now jacks up costs. The Washington region has the highest ticket prices in the country, and Dulles was recently named the most expensive U.S. airport from which to depart. A responsible and measured solution would be to adopt the Direct Capital Access Act. It would authorize an additional 28 round-trip flights at Reagan within the perimeter and beyond. This would balance present travel demand and consumer choice while also preserving access to regional communities. To the extent that every generation until ours thought that they invented sex, it is because they had a chance to discover it privately, away from authority figures. Sex positivity hit the mainstream in the early 2010s, alongside the rise of popular, hyperconsumable infographic feminism and the widespread embrace of social activism. If you are a woman and have a phone, then you are likely familiar with the aesthetic: BuzzFeed-style kink quizzes and designer sex toys. The ostensive purpose of these displays was to destigmatize sexuality on behalf of women, who, sex positivity argued, still needed to have our anatomy explained to us by orgasm guides and vulva-shaped cupcakes. But the same impulse—for less shame, more exposure, and lots of detailed explanation—could be easily applied to all genders. The current iteration of sex positivity seeks to normalize the full spectrum of sexual acts by reducing them to their most technical details—the mechanics of a novel position; the price of a personal flogger. Janitors and teachers, and restaurants and dry cleaners in California, Oregon, and Washington are feeling the cooling effects of tens of thousands of tech layoffs and other cost-cutting measures since the middle of last year. The results include higher unemployment, falling wages, pinched state budgets and slower job growth. Average wages have plummeted in areas where high-paying tech jobs are concentrated. San Francisco County had the largest drop in weekly wages, 22.6%, of any large county in the country last year, the Labor Department said. Seattle’s King County, Wash., saw a 5.4% decline, ranking 339th in wage growth out of the 356 largest U.S. counties. Washington County, Ore., home to the state’s tech cluster, ranked 319th, with a 4.3% decline. California had the nation’s second-highest state unemployment rate in April at 4.5%, Washington tied for third at 4.3%, and Oregon was close behind at 4%, according to the Labor Department. While low by historical standards, the readings were higher than the national rate of 3.4% in April. The U.S. rate rose to 3.7% in May.
